[Brief Report] Pennsylvania's Current Debate Over RGGI

This report summarizes the current debate in Pennsylvania’s state government over whether the governor has the authority to commit the state to regional cap-and-trade coalitions. In recent years, state and local action has become pivotal to decarbonization and electrification. For example, 29 states and the District of Columbia have adopted a Renewable Portfolio Standard (RPS), which requires the increased production of energy from renewable energy sources. On the regional level, a key program aimed at decarbonizing the power sector is the Regional Greenhouse Gas Initiative (RGGI). RGGI is a market-based program that sets limits for carbon emissions from power plants. Recently, a debate has sprung up in Pennsylvania's state government over whether to join RGGI and whether it is a viable option in a fossil-fuel-heavy state.
